Research Administration

The Department of Research Administration provides members of the All Children’s community support to increase the level of research activity and research funding; and to ensure that All Children’s research practices comply with research policies and Federal and state laws and regulations.

Research Administration staff provide assistance from conceptual development and planning through implementation and management of funded projects. Assistance is provided in identifying potential extramural funding sources; developing proposal narratives and budgets; completing standardized application forms; assuring compliance with all applicable federal and state regulations; negotiating grant awards and contracts; and administering funded projects.

Administrative Review

All research conducted at All Children’s Hospital undergoes a comprehensive content, programmatic and fiscal review by the Department of Research Administration. Research Administrative Review and Approval is an important step in the financial and operational management of a research project. Administrative review ensures compliance with hospital policies and orderly flow within the Hospital organization, and is designed to protect all the parties involved with research studies- the principal investigator, the Hospital, the Sponsor and the patient. The administrative review process verifies the accuracy of budget and administrative information, and ensures that commitments made in proposals can be honored.

During the review process requests for Hospital services or resources are identified, and the Research Administration Coordinator consults with the Hospital Departments regarding ability and willingness to participate in studies, and determines, if applicable, the appropriate charges for services.

Research Finance and Contract Management

The Department of Research Administration is the principal point of contact for establishing industry-sponsored research agreements. Primary activities include:

• Negotiating and managing agreements for clinical trials and basic science research.
• Working with principal investigators to develop budgets for presentation to sponsors.
• Reviewing sponsored research agreements, and negotiating financial terms to assure that contract language complies with applicable, local, state, federal, and Hospital policies.
• Establishing study accounts with Finance and maintaining an account receivable system to manage invoices and payments.
• Liaison between the researcher and the sponsoring agency ensuring compliance with guidelines and administrative requirements throughout the project period.

Grants Management

The Office of Grants Administration provides guidance and oversight of all post-award activities and expenditures of project grants. Grants management personnel assist investigators with all stages of the grant project life cycle including project start-up, finance and administrative oversight, and project closeout.

Intellectual Property

The Department of Research Administration oversees the All Children’s Intellectual Property Policy.
